Care for All Tibetan Children
As an important part of China, Tibet Autonomous Region is listed on the west China development planning. People who keep an eye on Tibet travel can see the attention that Chinese government pays on Tibet. The development has included all areas such as Tibet tour, economy, environment and the local's livelihood.
"I like school because I can learn music,computer and everything I don't know," said Sagye, a sixth-grader of Wang Primary School in Nagqu, northern Tibet.
She is one of the Tibetan kids who has benefited from a key education policy for Tibet - "The Three Guarantees", by which the government pays for food,lodging and tuition for Tibetan students.
And Sayge knows school is for free!
When Sanggar,the school principle first joined the school,there were not enough teaching facilities. Now school buildings, dorms, office buildings have all been put up after the "Three Guarantees Policy" was adopted.
Nagqu is one of the poorest areas in Tibet. Of all the 14,000 students, every primary and middle school kid can get as high as 2,400 yuan per year thanks to the policy, according to Tsonga, director of Nagqu Education Bureau.
Since 2008, the local government has spent 19.25 million yuan(3.04 US dollars), accounting for 20 percent of the total financial revenue.
Nagqu is only one of the areas in Tibet benefiting from the education development program. Although the budget is very limited, children’s education is always on the top agenda of the local government, according to Ai Juntao, director of the Financial Department of the Tibet Autonomous Region.
The "Three Guarantees" Policy is a national policy made in 1985 for children of Tibetan farmers and herders to receive free compulsory education. And starting from the second half of 2007, the Tibet Autonomous Region has achieved the goal of providing free education to school kids in urban areas.
Over the past 27 years,the Chinese central government has raised the amount of stipends for 10 times and expanded the free education coverage to senior high schools.
As of 2011, the total financial expenditure on Tibet’s education including the "Three Guaranttees" and the grants has reached 3.95 billion yuan(624 million US Dollars),and the beneficiaries have totaled 500,000 from the previous 270,000,covering 95 percent of the primary and middle school students, according to the data of Chinese Ministry of Finance.
