How to Get Tibet Permit in China for International Tourists?
To start with, we have to figure out where to apply for this permit. Although Tibet Tourism Bureau has opened branch offices in Chengdu, Beijing, Shanghai and Hong Kong, its head office in Lhasa is the only option for aliens. You need to provide detailed tour information: tour itinerary, passport and Chinese visa to the Tibet Tourism Bureau Lhasa Office.
Next, according to Tibet travel policy, foreigners can’t directly apply for the Tibet Travel Permit, but through a Tibet travel agency, which will help with your tour service packages: ground transportation, guide services, hotel reservations, etc.
Last but not least, you will be asked to show a valid Tibet Travel Permit either at the railway station or at the airport before entering Tibet. The Tibet Tourism Bureau will issue a paper permit to your travel agency, which will deliver the permit by express to your hotel in mainland China. Then, you may take your Tibet Permit and board either the flight or Tibet train. During the whole journey in Tibet, your Tibet Permit will be kept by your Tibetan guide who will show it to the officers at different checkpoint when needed.
