Actually, there are two key permits for foreign travelers for getting into Tibet and traveling in Tibet. One is Tibet entry permit that is for entering Tibet from mainland China and is required when boarding the trains or flights to Tibet. The other is Aliens’ travel permit which is required for traveling to restricted areas of Tibet. Basically, if you plan to visit tourist sites out of Lhasa, the travel permit is required. If you travel to Mt. Kailash of west Tibet, another permit, military permit is also required.
This year, Tibet Tourism Bureau issued a harsh policy on issuing Tibet permit in May. It requires at least four even more travelers with the same nationality in a tour group to apply the Tibet permit. Therefore, foreign tourists must join in a tour group of travelling in Tibet.
